Cadence and China's Ministry of Education Sign Landmark MOU to Build IC Design Talent Base in China
China National IC Design Talent Incubation Program to Provide
Training to Design Today's Complex Chips
BEIJING—(BUSINESS WIRE)—Nov. 26, 2003—
Cadence Design Systems, Inc. (NYSE:CDN) signed a landmark
memorandum of understanding (MOU) with the Ministry of Education (MOE)
to develop China's first national IC design training program. The
historic MOU sets the framework for the China National IC Design
Talent Incubation Project. The program will initially focus on nine of
China's top universities. Cadence(R) will provide wide-ranging support
for the initiative, from IC design and EDA courses to jointly
developed design projects.

The following universities have been selected by the MOE to
participate in the program: Peking University and Tsinghua University,
Beijing; Fudan University, Jiaotong University and Southeast
University, Jiangsu; Zhejiang University and Huazhong University of
Science & Technology, Hubei; Xidian University, Shanxi; and Chengdu
Electronic Science & Technology University, Sichuan. Cadence will work
directly with each university to determine the details of the program.
The government's target is to train 300 students per year, per
university at the master's and doctorate levels.
"In terms of scale and complexity, this is the first IC design
program of its kind in China," said Lei Chaozi, vice general director
of the Science and Technology department at the Ministry of Education.
"It will bring both academic and practical training to approximately
3,000 students every year -- and this is just the beginning.
We have a long-term commitment to support and train China's IC
design talent, which means that we intend to both intensify our
endeavors and extend the program to other universities in the future.

benefit from a constant stream of engineering talent."
In addition to providing input to the development of the
universities' curricula, Cadence will provide advanced IC design and
EDA courses plus practical laboratory sessions to cover the complete
IC design cycle, from the initial concept to the realization of
complete, automated electronic design solutions.
Specific courses will be offered in functional verification,
digital IC design, customer IC design, design for manufacturing and
silicon-package-board co-design. Teaching tools and aids, including
course books, laboratory reference materials and related statistics,
will be included.
Cadence will also provide Train the Trainer sessions, both in
China and overseas, to enable university professors to develop and
teach advanced curricula and to take up overseas internship
opportunities.
The MOU represents the latest investment Cadence is making into
educational programs in China. In October, Cadence and Beijing
Zhongguancun Software Education Investment Co Ltd, a consortium of
Beijing-based investment companies and the Beijing government,
formally opened the pioneering US$30 million Zhongguancun Cadence
Institute of Software Technology (ZCIST). In 2002, Cadence opened its
High Speed Technology Center in Shanghai.
In March 2003, representatives from China's Ministry of Education
and fourteen Chinese software engineering universities visited Cadence
headquarters in San Jose, Calif., to gain a better understanding of
current and future skill-sets needed by the semiconductor industry.
